fact, four times all told, have you ever been accused of sexual harassment? he would not answer the question. >> in fact, he answered politico's own question. he continued to quote "thinly veiled allegations." when chuck pressed him about the payouts, chuck passed the buck. >> i am not personally aware of any settlement dealing with mr. cain. >> you understand how that sounds? >> yes, i do. it's very serious. >> no, the fact you can't say it and you're telling us we have to go to the association. that's sad. >> the place to go for an answer if there was a settlement. >> ken vogel co-authored the report with two others. i'm sure you heard the answer from mr. cain. let me get the reaction to his

denial. >> what he's saying is he never sexually harassed someone. clearly there were allegations of sexual harassment. he's saying he didn't perceive his behavior to be sexual harassment. we have allegations from two women. we've actually seen a settlement document that one of the women reached that details the allegation and actually delivers this five-figure settlement that includes a non-disclosure agreement. clearly there are sensitivities here. that's why we didn't name these women. nonetheless, there's been no denial of the fact there were these settlements. >> ken, how did this story come about for folks who haven't been following it closely? >> well, we got a tip, and we're not going to go into the source of that tip, but we ran it down and we corroborated it through many interviews with folks who worked at the association who were on the board of the association, who were familiar with the association to the point where we felt comfortable that the information was 100% accurate. we applied a very careful test

to this. we had a high bar for running this. we corroborated it to the point where we felt comfortable that the information is accurate as presented. >> you guys are still standing by the story, obviously. >> correct. >> i want to take a listen of some more of the exchange with jonathan martin, your colleague there, and i want to talk about this on the other side. let's take a listen. >> you won't tell me who they are, okay? i'm not going to comment on that. >> have you? have you, sir? >> that was the last question. thanks. >> have you ever been accused of sexual harassment? >> yesterday herman cain refuses to answer the question. all of a sudden, 23 minutes ago he decides to finally answer it. what do you think happened between yesterday and today? >> well, the response was kind

of incoherent. it evolved over the course of a long time. we had talked to them first about this many, many days ago, had reached out multiple times to the campaign. the campaign acknowledged there was an incident. in fact, we have heard from sources who previously worked on the campaign that cain himself had acknowledged there was this issue out there, that there were these charges -- >> according to your sources, when did cain acknowledge that? >> during his campaign. this was his current campaign, we had a staffer tell us that he was aware of these and predicted that, in fact, they may come out during the course of the campaign. they, in fact, have. this is what happens when you're in the spotlight and you get the level of scrutiny that is accorded to a leading presidential candidate. this is the type of vetting that goes on. >> would you guys have run this story if herman cain weren't currently polling at about 23% in iowa and even higher in some of the important states?

>> we would have been interested in it. we would have tried to track it down. as to whether we would have devoted the resources that we did, literally dozens of phone calls by half a dozen reporters over the course of many, many days, you know, i can't answer that definitively, but i would say that we believe this to be of interest and we believe it to be of more interest because he has established himself now as a viable presidential candidate. >> is there more to come? do you guys plan to continue to turn over stones? >> we're following up on our reporting. we understand that other media outlets are as well. you suggested that nbc news haven't tracked that, which means they tried to track it down, and we believe if there is more information to report, we will report it and other media outlets will do so. >> politico with ken vogel. appreciate your time. >> my pleasure. >> let's bring out angela fin

knee, editorial page editor of the examiner. we know that after years of following political scandal, it's not the scandal itself, it's how they handle the scandal. carol, how have they handled this scandal, the herman cain campaign? >> not very well. i've been through this before, unfortunately. how you handle this in the political context is very different than in a corporate context. part of what we might be seeing is the lack of familiarity of how you deal with this in a political context. however, if there is no reason to believe that this is in any way, shape or form, that answer should have been given from the get-go. >> they didn't do that. >> no. there still would have been a way for someone from the campaign, either on background or some way, to give politico

enough reasonable doubt on background that they could have had more balance on their story. clearly they're not providing that, either. >> mark? >> the most amazing thing with this is how unprepared herman cain seems to be for it, especially since as far back as may he told our byron york of the national examiner that he expected, to use his term, a high-tech lynching. that suggested at that time that there was something out there he was concerned about. now we see, in fact, it is. >> we saw your editorial blog this morning that this story will, quote, sink cain's campaign. what does the campaign need to do at this point to prevent that from happening, or can they prevent that from happening? >> what they have to do is tell the truth and leave the consequences as they may be. frankly, listening to mr. cain on fox earlier this morning, he said on the one hand that he

unalterably did not sexually harass anybody, but on the other hand, he was only vaguely aware of some kind of a settlement. those don't add up, and i think that's a real problem for him. >> how often do you hear a politician use the words "vaguely familiar," carol? it just doesn't pass the sniff test. one of the knocks on cain's campaign is his team is his inner circle, his top aides, that they're not ready for prime time. is this another indication of that? >> absolutely. when i've worked with candidates, one of the first things you do is you sit down and say, okay, what are the ten stories that we wouldn't have to deal with at 5:00 on a friday when we only have an hour to respond? you prepare for those beforehand, so this suggests they didn't do any self-research, or if they did, maybe they didn't think this would be a problem. in addition to that, i agree

with mark, just continuing this kind of two-sided answer is not going to get them out of trouble. they're either going to have to come forward and say here's what happened, whether it's an apology or some kind of explanation, or they're going to have to, you know, definitively say nothing happened and face the consequences of whatever paperwork or what have you is out there. >> mark, do you think anything is to these allegations, mark? >> well, i don't know for a fact one way or the other on it. what i do suspect is absolutely the case, you know, with politico or us or anybody else in the journalism world, the first story is never the last one. there is always another one to come because you have to anticipate that you're going to get denials. i think the most interesting thing is what does politico have next. >> mark, carol, i want you guys to stand by for me for just a second. i want to bring someone else in here, these allegations surfacing just as a new poll shows cain in the lead yet

again, the des moines, iowa register's poll, it puts cain at 23%. he is in a statistical dead heat with mitt romney. matt strong is chairman of the iowa gop. matt, first of all, let's talk about these new numbers. let's compare these new numbers to numbers from june, if we can. let's take a look here. this is october and june. june herman cain -- i think we have that graphic here. there it is, right there. june herman cain 10%, now 23%. mitt romney 23% then, 22% now. all the candidates for the most part, with the exception of bachmann and cain, appear to be fairly stable. to what can we attribute herman cain's surge in iowa? >> it's still a very unsettled caucus in iowa because iowa republicans want to make sure they get the decision right and make sure we get someone who can

beat barack obama in 2012. second of all, when you look at mitt romney and herman cain at the top of the poll, those are people that come from the republican sector. they're mostly concerned about an economy that isn't creating private sector jobs, and i think that's what mr. cain taps into with his background. and also i've heard all around the state from people who haven't participated before like the fact that herman cain san outsider. >> do you think these allegations are going to do anything at all to hurt cain in iowa? >> you know, i think it's too early to tell, but one thing i would recommend, whether it's mr. cain or any campaign, the iowa caucus provides an opportunity to let voters look you in the eye and ask you those tough questions. i think the sooner he can be here in iowa and let caucus goers in iowa look him in the eye and ask him questions, whether it's about the allegations or any subsequent policy plans, i think it benefits him in the long term. >> i'm one of those who thinks it rewards him on the knocking

on doors and connecting with voters. but the folks at the top of this poll, mitt romney, herman cain, have spent the least amount of time in iowa. how do we explain that? >> i think first with mitt romney, we can't forget he's been an incredible sum of resources here just four years ago, so it's not like he was starting from scratch this caucus cycle. he maintains that reservoir of support from last time. i suspect we'll see more of governor romney here before january 23rd. with respect to herman cain, we saw him here a number of times before the straw poll. we haven't seen him here in the last month or so, but we saw him here a lot last summer and spring when he started building relationships with the tea party and people who weren't active in politics. >> thanks for sticking archound here, guys. do these numbers surprise you? do they surprise you, mark? >> the numbers that surprise me is the softness of all the

numbers. three-quarters of the republican voters that are surveyed say they're very open to voting for somebody besides their first choice. it's a very, very open primary. >> karen, at what point do you think we start to see this thing settle down? not just in iowa, but all over, when we start looking at all of the polls? >> i think it will be mid to late december and obviously early january. i think by december, voters will have -- they will certainly be paying attention. hopefully the candidates lvb wi have been in iowa enough so voters feel they have a stronger sense of those candidates, so their support would be stronger or weaker one way or another. and obviously because people would be preparing to make those voting decisions, they'll start to firm up their opinions of these guys. but the fact that it remains so soft, even here we go into november, does as mark suggests. people are still trying to figure out, who can i live with? who can i -- >> do you think iowa is an

accurate representation of the gop database? >> for the gop primary voter base, yes, i actually do. different than -- you know, we went through a similar calendar issue that the gops had this time in the democratic party four years ago when we didn't think it was enough and we wanted more diversity, but yeah, i think for the gop primary voters, it is. >> karen, mark, matt, thank you so much for all your time this afternoon. do appreciate you. a long road ahead in the northeast for nearly a million homes. a million homes are still without power from this weekend's historic snowstorm. it could be a week or more for some folks to get the power back on. trees and branches with icy leaves crashed to the ground, taking power lines with them. at least 12 deaths are being blamed on the storm so far. weather channel's mike seidel is in morris township, new jersey. mike, what do you see there this afternoon? >> you can see here, craig, we've got some serious issues all across new jersey. still a third of a million

customers without power. you can hear the chain saw going in the background, more typical following a hurricane or an ice storm, not a snowstorm. but this is a whole different animal in october when these trees -- look at these trees up here. most of these are still green. i even have not an issue or problem, but just surprise this far north this late in the season, but this is what happened this last saturday and sunday. this big tree came down, this big oak tree. it was uprooted. when we were in west milford yesterday, they had 19 inches of snow, and more of a tree limb issue. these trees have been uprooted. they have made some forward progress here. this pole was snapped down here at the bottom. this is a new pole, and down the street there is another new pole that has been put in place. but that's all that's been done at this point. we've not seen any power crews out here. that doesn't mean there are not crews out. governor christie of new jersey just tweeted there are 1200

crews out working. that includes line crews and crews out trying to clear the trees. he's saying 99% of new jersey without power should have power back on no later than thursday. that's the latest from governor christie. some may have it off until friday or the weekend. highly unusual storm. no more snow in the forecast for now. but we're still six weeks from the official start of winter. we'll see how it shakes up. by the way, real quick, just because we had a big storm in october has no connection, no bearing, it has nothing to do with what may happen over the next four to five months. >> that's what we want to hear. thanks for leaving us with some good news there. mike seidel in morris township. president obama will pass congress by signing his we can't wait initiatives. will his aggressive action spur the economy and create jobs, though? alisa meyers investigates.

within minutes, the president will sign his first executive order among his new series of executive orders called "we can't wait." last week president obama spent every day touting his plans to get the economy going. but how much will these measures actually stimulate the economy? for that answer we turn to msnbc

political correspondent lisa meyers. >> hey, craig. president obama is not the first to initiate initiatives. some analysts say when it comes to the actual impact of jobs and kmet, to call these measures small is an exaggeration. in the last week, the president has rolled out a new political slogan. >> we can't wait. we can't wait for congress to do its job. we're not going to wait. >> and a series of executive actions to help homeowners under water on their mortgages, jobless veterans and those crushed by debt from student loans. the republican reaction: dismiss it. >> the idea that you're just going to go around the congress is just -- it's almost laughable. >> independent voices say the president's new strategy is mostly, well, politics. >> it's, you know, symbolic politics at its best, and there is not much substance there. i'd say that the slogan should

really be "we can't wait but we can't do much, either." >> take housing. the administration says it's helping as many as 4 million underwater homeowners refinance their mortgages. private estimates are about a third of that. and the changes do nothing for the most desperate. 6 million americans in or facing foreclosure. the obama program is supposed to save up to 4 million of their homes and has produced only 700,000 mortgage modifications. this is what a democrat says about the latest initiative. >> these proposals are just fiddling around the edges. he's got to get off the dime and do something for the meamerican people he represents. >> student loans. the feds are enacting part of a law made last year. as a result, 16 million americans cut their payments by about $100 a month.

they could consolidate their loans. that would save the borrower less than $10 a month. jobless veterans. there are 916,000 unemployed veterans. the president encouraged health centers to hire 8,000 of them and provided no new money. add it all up? >> the white house can pull whatever spin they want on it, but it's not going to make much of a difference, and the public would be wrong to assume that it will. >> now, white house officials insist that while some of these measures may be small, they will create jobs and help struggling americans. craig? >> all right, lisa meyers from washington for us this afternoon. lisa, thank you. i want to update on you the breaking news we've been following here throughout the course of the day, those allegations surrounding herman cain. the politico report that we have not been able to verify independently here at nbc news, but we just got a response from the national restaurant association. they released the following statement regarding the report of allegations against herman cain while he was president of

that association during the '90s, and their statement says in part, skpil just read it to you off the screen. the incidents in question relate to personnel matters that allegedly took place nearly 15 years ago. consistent with our long standing policy, we do not comment on personnel issues relating to current or former employees employees. that's sue hensley with the national restaurant association. we also have a developing story from out west as well. just 72 daysafter their huge, lavish, televised wedding, it looks like kim kardashian and chr kris humphries may be heading for splitsville. kardashian will be filing for divorce in los angeles this morning. she will be citing irreconcilable differences. the couple married on august 20, and there are reports that their

fifth. joining me now to talk about it is karen hunter, politics and state editor of the des moines register. karen, good morning to you. good afternoon, i should say. good morning there, good afternoon here. how are you? >> just fine. glad to be here. >> herman cain deciding not to spend a lot of time in that state. why is that? >> i think there are a couple factors at work. one is that they're both businessmen and this is a time when the economy is not doing too well. we ask iowan republican caucus goers whether they would prefer businessmen or whether elected officers were important, and 60% said businessmen. >> they will visit 199 counties in a week, and your poll found that someone with conservative core beliefs could win. why isn't ron paul -- rick

santorum doing better? >> he has worked very hard. he's visited here more than any other candidate. but michelle bachmann is going for that same mark, rick perry is trying to get to the voters and that's really hurt him trying to break through. >> i want to talk about this ad that started running in iowa that talks about his poor debate performances. let's look at the ad and talk about it on the other side. take a look. >> if you're looking for a slick politician or a guy with great teleprompter skills, we already have that and he's destroying our economy. i'm a doer, not a talker. we've produced 400,000 jobs since june of 2009. they say we can't do that in washington. they're wrong and they need to go. >> is that the kind of ad that

will play well in iowa? >> i do think that it speaks to jobs and that certainly is on people's mind. also, rick perry really needs to rebrand himself after those poor debate performances, and this is a way for him to kind of take that head on and say, hey, i'm not a slick politician but i can get the job done for you. >> carol, how accurate of a predictor has iowa been in the past in terms of its significance in the republican nominating contest? >> in some ways not that accurate as far as the final top nominee. george w. bush certainly won iowa and then went on to win the nomination. bob dole won iowa, went on to win the nomination but not the presidency. but what iowa sees its role as as a winnowing factor, there is a saying there is three tickets out of iowa after a caucus night. those three candidates do

usually go on, one of them, to win the nomination, and so you'll see us, as a state, vetting through some of the second tier candidates or saying, no, this one should move on. >> all right. carol hunter with the des moines register. carol, thank you. iran's top diplomat slamming the united states saying it plans to build up the number of troops in other mideast countries after american troops withdraw from iraq shows, quote, a deficit in reality. the new plan includes beefing up u.s. troops in that nation, sending more naval warships in the region and expanding military ties in the six nations and the gulf operations. chief correspondent mick joining me now. mick, what does this new plan really mean? >> calvin, it's no mystery that iran would object to this plan because it's all about keeping iran in check. once all those military combat

troops leave iraq at the end of the year. when talks between the u.s. and iraq broke down in keeping some u.s. forces in iraq, the pentagon astarted to scramble t figure out, what does the u.s. military need to do to keep that buffer, to keep that check on iran there in the gulf area? so what they're looking at is sending several thousand combat forces into kuwait just as a reminder that even though the combat troops are leaving iraq, the americans' military is still there to stay. and i must emphasize that this would not be a major plus-up in u.s. military forces. there are already 40,000 forces in the region at any given time. the u.s. has a naval base at bahrain and an air base at cutter, so the u.s. has had a sturdy presence there since

of your screen. that tractor-trailer was stolen at some point. police in the black cars following it. does not appear to be right now -- they don't appear to be in hot pursuit, but again, according to the globe and mail -- they are in hot pursuit, i've been told. according to the globe and mail, a newspaper there, they've been following it for a couple hours, around noon local time is when we're told this thing started, and according to the sergeant there, quote, we've been monitoring and following this truck for some time. i'm in the middle of this. there are the cops right behind it there. you can again see that tractor-trailer in toronto. about four cop cars behind the stolen tractor-trailer, again, heading ooeeastbound in st. catherine's ontario, not heading to the u.s. border of the we have this chopper feed and we've been monitoring it for some time. you can see on the right side of

your screen the police vehicles following the tractor-trailer. traffic appears to be moving fairly normally on the left side of your screen headed westbound there, but again, not a lot of details right now, but according to some reports that police have been chasing this tractor-trailer for several hours there in st. catherine's ontario. canadian police there, four vehicles, at least. four that we can see, four police vehicles behind the tractor-trailer in hot pursuit, we've been told. we don't know the circumstances that led up to the tractor-trailer being stolen, we don't know a great deal about the suspect inside as well, but at this point, again, as we've seen play out from time to time here, we've got someone who allegedly stole a vehicle, and we've got cops following them here s here, and right now things -- again, this has been going on for a couple of hours, but right now it looks as if the police

update to the breaking news we've been following. someone stole a flatbed truck in canada. they've been leading police on a chase for several hours now. you can see the four black police cars behind that stolen tractor-trailer. according to ctv, according to ctv there in canada, that vehicle, police approached it around 4:00 a.m. local time. they tried to stop the trailer at a truck stop. the vehicle didn't stop, led police on a chase shortly thereafter. that truck has been going for several hours now. we're told it's doing about 100 kilometers per hour.

somewhere around 60 to 65 miles an hour, we're told. we're also told the truck has enough gas in its tank to lead police for another 14 hours. so again, right now this truck is in -- was stolen in nye aiag but has been leading police on a chase there eastbound, not heading toward the united states. we'll continue to focus on that if something happens and we'll update you. we also continue to follow a major story here in the united states. there's gop presidential hopeful herman cain at the national press club. this is some tape from a short time ago. this is live now, i'm told. herman cain there at the national press club where it is expected that he will address once again the claims that surfaced in a political report, politico reporting late last night and today that two women settled with the national restaurant association, settled over a sexual harassment claim,

and he addressed it initially about 45 minutes ago, and it's expected that he will once again talk about it there at the national press club in washington, d.c. we will, of course, bring that to you as well when that happens. to politics now, more politics. the battle for ted kennedy's old senate seat in massachusetts sure to be one of the highlights of the 2010 races. republican scott brown holds it now, but his likely challanger, elizabeth warren, is a favorite who could fight brown more than she did a year ago. glen, it looks like it's safe to say that elizabeth warren is a shoo-in for the democratic nomination. is that safe to say? >> i think it's pretty safe to say if you look at her stature in recent polls around here as well as fund raising. she raised $3 million in the first quarter which was far more than the guy who just got out of the race and he's doing way better than people still in the race. so with those indicators, she's

headed for the nomination next year. >> if she gets the nomination, how strong of a challenge will she be for scott brown? >> well, i think certainly here in massachusetts and across the nation, democrats feel like they got caught blindsided in january 2010 when scott brown won ted kennedy's seat, and now they are very anxious to try to get it back. i think second only to the presidential race, there will be a lot of attention on this race here. >> she appeals to the progressive -- the most progressive wing of the democratic party. there are already those who are comparing her to a sarah palin or jim demint on of the left. her detractors got a freebie, though, when she said that about the occupy wall street demonstration, elizabeth said shs quote, i created much of the intellectual foundation for what they do. i support what they do. i support what they do. will comments like that hurt her in massachusetts? >> well, the state republican party is already in this very
